Similar to musl libc a single libc has many benefits and solves some open issues with uClibc-ng. - no pthread_mutex_* weak symbols exported anymore - applications no longer failing to link when either -lrt or -lpthread are missing for dynamic and static linking mode - smaller C library - slightly better runtime performance

Simplify the switch from uClibc to uClibc-ng. Apps already built against uClibc-0.9.x.y require .so.0 libs to present on target which in case of current uClibc-ng is not the case and those apps could not be run. This adds support for a new binary format, DSBT ELF, to the Makefiles. Every shared library is assigned a DSBT index, and the link.so macro is adjusted to ensure the correct linker argument is passed. Configuration and ldso support will follow in separate commits. Since sublevel releases are not ABI compatible we need to adjust the soname to include the sublevel version. This makes it possible to install ABI incompatible versions of the library side by side so clean upgrades are possible.
