Fix issues with aarch64 and df with mismatching header between kernel
and libc.

statfs() is a Linux-specific function. When building without
UCLIBC_LINUX_SPECIFIC set, libc_hidden_proto(statfs) in
include/sys/statfs.h is unmatched with libc_hidden_def(statfs)
in libc/sysdeps/linux/common/statfs.c, leading to a compile
error. This patch fixes this, as well as adds statfs() to the
list of Linux-specific functions in extra/Configs/Config.in.

NPTL library needs both madvise and statfs symbols, that are guarded
by UCLIBC_LINUX_SPECIFIC option. This fix provides these symbols too
when NPTL is used, indipendently by UCLIBC_LINUX_SPECIFIC choice.
Otherwise libpthread link fails as below:

applications stop using _syscall#() and use syscall() instead. Cleanup
internal handling of syscall includes to use the correct header file.
