bits for the extra ISblank flag. Instead, hardwire isblank() to not
depend on locale for now. At least it will work for space and tab
in the immenent release. This will all be blown away for the next
release anyway, as I should be committing my new stuff in the next
day or two.

C locale of course. util-linux needs this stuff to compile...

tree is less messy now (which helps), all libraries are placed into
uClibc/lib when compiling, all libraries now use a consistant mechanism
for being built, all libraries use a consistant naming scheme where the
lib name includes the uClibc version number, which makes ldconfig
happy and willing to work with us.

I started trying to read the glibc code -- but that code is far too
messy to be read. So I just wrote a silly C app against glibc, set
the locale to POSIX, then called localeconv(). I wrote this version
of localeconv.c so it returns the same stuff.
