libm: fix remaining failures in test-float
These two failures are fixed:
Failure: Test: ilogb (0.0) == FP_ILOGB0 plus exceptions allowed
Failure: Test: ilogb (NaN) == FP_ILOGBNAN plus exceptions allowed
